The District of 撸奶社区spent about the same amount on its employees in 2022 as it did in 2021.
The District released its statement of financial information in June, which is standard practice for municipal governments across B.C. In total, the District spent about $20.37 million on employees in 2022 compared with roughly $20.38 million in 2021.
District spokesperson, Rachel Boguski, wrote to The 撸奶社区 that part of that slight difference may be because 2021 had 27 pay periods and 2022 had 26.
鈥淪taff vacancies can also contribute to decrease in the total employee remuneration budget line. Between 2021 and 2022 some positions were vacant due to disruption of services during the pandemic,鈥 she continued.
Additionally, Boguski said exempt staff with the District 鈥 those not involved with unions 鈥 had an annual cost of living adjustment of 2.7%.
For elected officials, the total salary was also relatively equivalent year over year, amounting to $351,609 in 2022 compared with $346,318 in 2021.
On the other hand, expenses for elected officials did rise between 2021 and 2022, going from $6,427 to $19,387. Some of the increase may be due to fewer pandemic restrictions. In 2019, for example, expenses for council members were about double at $38,105.
As 2022 was an election year, outgoing councillor, Doug Race, and outgoing mayor, Karen Elliott, are also listed on the financial statement.
In the financial report, the District has to specifically name each employee and their role if they make over $75,000 per year. In 2022, there was a total of 96 employees on that list which earned just over half the total remuneration for employees with $10.19 million.
Of those 96, 42 earned over $100,000. Boguski said about 277 District of 撸奶社区employees earn under $75,000.
鈥淭his includes Library staff and part-time employees. However, it does not include paid-on-call employees nor members of Council,鈥 she wrote.
The top five earners in the District included these positions:
- Linda Glenday, chief administrative officer
- Robin Arthurs, general manager of corporate services
- Michael Buxton, former general manager of community planning and sustainability
- Kyle Derksen, fire captain
- Heather Boxrud, general manager of financial services
Glenday had a small reduction in earnings in 2022, with $225,803 compared with $229,163 in 2021. Arthurs also had a slight decrease, going from $185,180 in 2021 to $183,872 this year.
As of mid-January, Buxton no longer works for the District, which did not say whether he quit or was terminated at the time of his departure. That said, Buxton earned less in 2022, with $181,344 compared to $189,728.
Boguski said that Julie Wengi assumed the acting role after Buxton left and was fully promoted to the role on May 25.
Derksen, a fire captain, is a new role to the top five list and earned $171,476 compared with one of the fire captains, Steve Barone, in 2021 at $145,477.
Finally, Boxrud earned $169,835 in 2022 compared to $161,068 in 2021.
